Execution Quality: The Right Methodology for Choosing a Contractor

The Most Important Decision in the Project Lifecycle

If design is the soul of the project, execution is its body. Choosing the wrong contractor is the primary reason for real estate project delays and budget overruns. Through managing numerous projects at 86 Real Estate Investment and Development, I realized that the time spent qualifying and selecting the contractor saves a lot of effort and money during the execution phase.

Pre-qualification Standards

A project should not be tendered to just any contractor. An initial filtration must be done based on:

  • Financial Capability: Does the contractor have enough liquidity to fund the daily operations of the project? We usually request audited financial statements for the last 3 years.
  • Similar Past Experience: Executing a residential project is completely different from executing a hospital or a commercial complex. We must verify the contractor's track record in the same type and scale of projects.
  • Administrative and Technical Structure: Who is the project manager from the contractor's side? The resumes of the technical staff are just as important as the company's name itself.

Bid Analysis

A common mistake among many owners is choosing the lowest-priced bid. This is a dangerous trap. When the financial offer is significantly lower than the Cost Estimate, it usually means the contractor has not priced certain items, intends to manipulate specifications, or worse... plans to compensate through Variation Orders later on.

The analysis must include a precise Technical & Commercial Evaluation for every item in the Bill of Quantities (BOQ).

The Importance of a Tight Contract and Engineering Supervision

No matter how good the contractor is, a balanced contract that protects the rights of both parties remains the primary reference. The contract must clearly define: payments tied to progress, delay penalty clauses, and the mechanism for dealing with approved changes.

Finally, precise engineering supervision (whether partial or full) is indispensable. The role of the project manager and supervisor is not to hunt for mistakes, but to guide the contractor, anticipate problems before they occur, and ensure quality standards are applied at every stage, from pouring foundations to turnkey delivery.
